Arrests made in Brazil fire as funerals begin

SANTA MARIA, Brazil (AP) ? Brazilian police say they've made three arrests and are seeking a fourth person in connection with a nightclub fire that killed more than 230 people.

Inspector Ranolfo Vieira Junior said at a Monday press conference that the arrests are for investigative purposes. He says the detentions have five-day limits.

He declined to identify those arrested or the fourth person sought.

More than 230 people died early Sunday during the fire at a university party in southern Brazil. Police have said they think a band's pyrotechnics show ignited sound insulation on the ceiling, causing the blaze.

The Zero Hora newspaper quotes lawyer Jader Marques as saying his client Elissandro Spohr, a co-owner of the club, was arrested. The paper also says two band members were arrested.

Funerals began Monday in the city of Santa Maria, Brazil, where the blaze took place.

What Is Hot For Internet Marketing Business Today? ? Talking Odours

If you aren?t sure what is hot for internet marketing business today I have one word for you: Panda. You may have heard people doing a lot of talking about Panda lately and if you aren?t sure what it is I will help you out. In this article I will explain what Panda is, whether it is a good or bad thing and what you need to do with your business to make Panda work for you.

Panda is an algorithm update by Google. It was actually implemented in early 2011 and it sent many people into a tailspin. There has been much written about in regards to Panda and, as you can imagine, not all of it has been accurate.

For this article on what is hot for internet marketing business today I want to start with the basics so if you?re not sure what an algorithm is it is basically just the computer program that Google uses to define how websites will be ranked.

I?m sure you know that there are millions of sites on line and more everyday. All the search engines want to make sure that when you and I go to the search engine to find information on some product or service that we get just what we are looking for. They want our results to be as spot on as possible. To that end they are always tweaking their algorithms.

For us as internet marketers these tweaks aren?t really a bad thing it just means that we need to stay up to date and we may need to make some changes to our sites and the way we do things so we don?t lose any of our rankings.

One of the biggest things that came out of the Panda update was the way that people did article marketing. It was common practice that people would find a list of keywords associated with their niche market, write a bunch of fairly generic low quality articles (or have them written for them) and submit them all over to these huge sites called article directories.

The problem, at least according to Google, is that the majority of these articles were repetitive with little new information being presented and these huge article directories had millions of them.

That was a no- no as far as Google was concerned. For that reason many of these article directories suddenly found themselves on page 512 instead of page one. As a result their traffic went from a raging river to a trickle virtually overnight.

Scary, right? But it isn?t all bad and it isn?t the death of article marketing. You just need to learn how to do it better. Today the articles need to be longer for one thing. They should be at least 700 words long.

But that?s still not enough, they must also be relevant to the topic at hand, they shouldn?t be loaded up with mindless keyword phrases and they must be well written.

You should also make changes right on your website too. Add new content regularly and follow the same quality guidelines I just spelled out. In addition don?t make your site all about keyword optimized content but rather just focus on a topic. If your site is about dog training make that your focus when creating your content.

For example, don?t get so caught up on a bunch of mindless keywords: dog training for German Shepard?s, Dog Training for Rottweilers, Dog Training for Poodles, etc.
Instead go for topics like: the best dog collars for dog training, should you use treats for dog training, how long does it take to train a dog, etc. See the difference? These are topics not just keywords.

So, that is what is hot for internet marketing business today. Follow these simple tips and you shouldn?t have to be afraid of the big bad Panda.

Best- and worst-run cities in America

19 hrs.

The population of the United States living in urban areas is growing faster than the national rate. At last count, more than four in five Americans lived in a metropolitan area, an increase of over 12 percent in the last decade. Meanwhile, the proportion of Americans living in rural areas declined. If this trend continues, nearly all Americans will live in megacities in the near future.

Regardless of whether this happens, more pressure will be placed on mayors to manage their growing populations. 24/7 Wall St. has completed its second annual ranking of the 100 largest cities in the U.S., based on local economies, fiscal management and quality of life measures. To evaluate how well a city is managed over the long-term, we looked at factors like the city's credit rating, poverty, education, crime, unemployment, and regional GDP. The best-run city this year is Plano, Texas. The worst-run is San Bernardino, Calif.

Measuring the effective governance of a city and comparing it to others can be challenging. Each city has its own unique challenges and advantages. The strength of the regional economy, the level of state funding, and the presence of major corporations or industries can all impact a city?s prospects. They play a big part in a city?s employment levels, safety and fiscal stability.

All those factors, of course, are directly affected by how a city is managed. Mayors, school boards, and city councils all have a role to play in that regard. All of these groups must work with the resources available to keep budgets balanced.

24/7 Wall St.: The best- and worst-run states in America

Many of the best-run cities either have at least one industry that is supporting the labor force, or are close enough to major urban centers, such as Dallas, Phoenix and San Francisco, to benefit from jobs available there.

The economies of the worst-run cities fall into two categories. Some were badly damaged by the housing price collapse. These include Riverside and Stockton in California and Las Vegas, Nevada. Others have had much more long-term economic troubles. These include Detroit, St. Louis and Cleveland, whose once-booming manufacturing-based economies have been decimated by jobs going overseas.

Fiscal management is another factor that had a strong impact on where cities ended up on our list. The majority of the best-run cities had their general obligation debt rated Aaa by Moody?s. None of the worst-run cities received that perfect score; some, such as Detroit and Stockton, were rated below investment grade. Stockton is notable for actually defaulting on its debt in June of last year.

These are the best and worst-run cities in America:

Best -run cities

1. Plano, Texas

????????? Population:?271,380

????????? Credit rating:?Aaa, no outlook

????????? Violent crime per 1,000 people:?1.62 (2nd lowest)

????????? Unemployment rate:?6.9 percent (13th lowest)

Plano, based in the Dallas-Fort Worth metropolitan area, is the best-run city in America. Among households in the city, 14 percent earned over $200,000 in 2011, the fourth-highest proportion of all cities. Meanwhile, a mere 1.9 percent of households earned under $10,000, which was the second-lowest of all cities. The city?s 1.62 violent crimes per 1,000 people is the second-lowest of all large cities. Plano is home to many corporate headquarters, including J.C. Penney and Dr. Pepper Snapple Group. These companies are among the 10 largest employers in the city. The city appears to be largely unaffected by the housing crisis. The median home price rose by more than 5 percent between 2007 and 2011, while the national median price fell by more than 10 percent.

2. Madison, Wis.

????????? Population:?236,889

????????? Credit rating: Aaa, stable

????????? Violent crime per 1,000 people:?3.48 (15th lowest)

????????? Unemployment rate:?4.9 percent (2nd lowest)

Madison is home to the state capitol, as well as the University of Wisconsin?s flagship campus. In addition, the region is a base to employers in fields such as technology and health?care. The unemployment rate of 4.9 percent in 2011 was the second-lowest among all large cities in the U.S. Of the city's adult population, 54 percent have a bachelor's degree, the third-highest rate among the top 100 largest cities. In December, the Madison City Council adopted a rule banning the government from using emergency reserves to fund the operating budget unless two-thirds of members vote otherwise. With the city exercising this kind of caution, it is no surprise Moody?s analytics rates madison general obligation debt as a perfect Aaa, with a stable long-term outlook.

24/7 Wall St.: The 10 most-hated companies in America

3. Irvine, Calif.

????????? Population:?215,511

????????? Credit rating:?Not rated

????????? Violent crime per 1,000 people:?0.56 (the lowest)

????????? Unemployment rate:?6.5 percent (tied- 11th lowest)

With almost 97 percent of residents aged 25 and over with at least a high school diploma, and with nearly 63 percent with at least a bachelor's degree, Irvine has the most educated population of all of the 100 most populous cities. The city?s high educational attainment has translated to a highly compensated population -- a whopping 18.8 percent of households earned more than $200,000 in the last year. Irvine has the lowest violent crime rate of all the 100 largest cities, with just 0.56 violent crimes per 1,000 people in 2011. Irvine?s government has received a lot of flack recently for its efforts to transform the Orange County Great Park, with critics arguing that more than $200 million worth of spending has gone to waste. The newly elected City Council has pledged more oversight on spending and has terminated contracts with two firms working on the project.

4. Lincoln, Neb.

????????? Population:?262,350

????????? Credit rating:?Aaa, stable outlook

????????? Violent crime per 1,000 people:?3.71 (18th lowest)

????????? Unemployment rate:?3.9 percent (the lowest)

Lincoln?s 3.9 percent unemployment rate in 2011 was the lowest of all metropolitan areas in the country. The city is home to the University of Nebraska?s flagship campus, which employs more than 8,000. Like Omaha, Lincoln has been spared from the recession more than most places. Home values rose 2.7 percent between 2007 and 2011 compared to a 10.7 percent drop nationwide. In 2011, just 0.36 percent of Lincoln?s homes were in foreclosure, the eighth-lowest rate among large cities. Like many of the other top-rated cities, Lincoln?s general obligation debt is rated as a perfect Aaa, with a stable outlook.

5. Fremont, Calif.?

????????? Population:?216,912

????????? Credit rating:?Not rated

????????? Violent crime per 1,000 people:?1.77 (6th lowest)

????????? Unemployment rate:?7.5 percent (tied- 23rd lowest)

Fremont was incorporated in 1956, joining five towns together as a single city. The city is near the core of Silicon Valley, while also connected to San Francisco by the Bay Area Rapid Transit system. It has one of the most educated and high-earning populations in America, with over 51 percent of residents age 25 and older holding a college degree in 2011. That year, median household income was $92,665, the highest of any large city in the U.S. The city has an exceptionally strong manufacturing base, with almost 22 percent of working adults employed in the sector. Among the companies with manufacturing operations in Fremont are tech manufacturers Western Digital and Seagate Technologies, as well as electric car builder Tesla Motors.

Worst-run cities

1. San Bernardino, Calif.

????????? Population:?213,008

????????? Credit rating:?not rated

????????? Violent crime per 1,000 people:?8.76 (27th highest)

????????? Unemployment rate:?17.6 percent (3rd highest)

Few cities were hurt by the housing crisis to the same extent as San Bernardino, where the median home value declined by 57.6 percent between 2007 and 2011, more than any other large city in the U.S. By the end of 2011, almost 4.4 percent of homes in San Bernardino were in foreclosure, among the highest rates for all large cities. That year, the unemployment rate reached 17.6 percent, or nearly double the U.S. rate and almost 10 percentage points higher than city?s annual rate in 2007. In August, declining home values and rising employee retirement costs forced the city to file for bankruptcy. But the city?s filing is being challenged by its largest creditor, the California Public Employees' Retirement System, which is demanding payments.

2. Miami, Fla.

????????? Population:?408,760

????????? Credit rating:?A2, negative outlook

????????? Violent crime per 1,000 people:?11.98 (12th highest)

????????? Unemployment rate:?12.4 percent (17th highest)

Between 2007 and 2011, the median home value in Miami fell by 43.5 percent. Additionally, the city had one of the nation?s lowest median household incomes, at under $29,000, while 31 percent of residents lived below the poverty line -- nearly twice the U.S. rate of 15.9 percent. Despite the difficult economic conditions Miamians faced, the city joined with Miami-Dade County to pay for almost 80 percent of the more-than $600 million cost of building a new baseball stadium for the Miami Marlins. The deal has caused significant uproar. While taxpayers pay extremely high costs to service the stadium debt, the team has traded many of its top players. In 2011, the SEC launched an investigation into the agreement.

24/7 Wall St.: Nine beers Americans no longer drink

3. Stockton, Calif.

????????? Population:?296,367

????????? Credit rating:?Caa3, negative outlook

????????? Violent crime per 1,000 people:?14.08 (8th highest)

????????? Unemployment rate:?20.2 percent (the highest)

Last year, Stockton was unable to fund its pension liabilities and make debt-service payments. As a result, it became the largest city in U.S. history to file for bankruptcy. The city had been especially hurt by the recession. Its unemployment rate for 2011 was above 20 percent, while more than 5 percent of homes were in foreclosure -- both among the highest rates for any large city. Just before the bankruptcy filing, Moody?s downgraded the city?s credit rating to account for the likelihood of a default. Moody?s noted, ?The Caa3 rating level assumes losses to bondholders will be greater than 20 percent. The negative outlook reflects the high likelihood that losses could exceed our estimates.? Not only have the city?s creditors been affected, but so have city employees and retirees. According to NPR, the city may cut health benefits to reduce its $417 million in unfunded liabilities.

4. Detroit, Mich.

????????? Population:?706,640

????????? Credit rating:?Caa1, negative outlook

????????? Violent crime per 1,000 people:?21.37 (the highest)

????????? Unemployment rate:?19.9 percent (2nd highest)

Detroit was hit hard during the recession, with the near-collapse of the automobile industry and a further slowdown of the already embattled housing market. The median home value between 2007 and 2011 tumbled by 43.5 percent, or more than four times the rate of decline across the country. The lack of income coming into the city?s coffers in the last few years has led to significant financial difficulty for Detroit. Moody?s currently rates city?s bonds as Caa1, which is considered junk status and the worst-rating Moody?s gave to any major city. Mayor Dave Bing signed a budget that aims to cut $250 million in the 2012-2013 fiscal year, with total spending of $1.12 billion.

5. Hialeah, Fla.?

????????? Population:?229,967

????????? Credit rating:?not rated

????????? Violent crime per 1,000 people:?3.78 (18th lowest)

????????? Unemployment rate:?14.1 percent (tied- 9th highest)

Home prices between 2007 and 2011 fell by 44 percent in Hialeah, the 10th-highest decline of all 100 largest cities. The median household income of $27,208 in 2011 was the third-lowest of all major cities, after declining by 44 percent during the recession. Of workers residing in Hialeah, 15.5 percent worked in the generally low-paying retail trade, the highest percentage of all of the 100 largest cities. As a result of industry composition, nearly 40 percent of city residents are without health insurance, higher than any other large city in the U.S.

Personal Development Advice You Shouldn't Pass Up On ...

Following a plan for self improvement, including thinking positively, can make a tremendous difference in how you live your life. This article contains many useful techniques that you can incorporate into your life so that you can improve your character.

Many people often have goals that are too broad, when they are trying to grow through personal development. Therefore, state a goal for yourself that is detailed and specific. If you create a clear goal, you will achieve the results you want.

By being a leader, you can help improve your personal development. In this context, consider your sphere of influence to be where your leadership skills are applied. Think about your own leadership experiences. Are there events that have had major impacts on your life? How have you changed because of those events? How do you make yourself an important part of a team? Analyzing these questions can help you generate a team perspective and allow you to lead by example.

TIP! Place value on the best when it comes to personal development. Make an effort to have your priorities straight and strive for the best.

To be the best you can be means hoping others share in your good fortune. Often the negative thoughts projected on others can boomerang and come back onto you. Wish others well in life so you feel positive empowerment. By staying in a positive frame of mind, you can resist the pull of negative thoughts and feelings that can bring you down.

Write a pep talk about yourself. List all of your good qualities on a postcard. Keep it with you, and pull it out if you are feeling discouraged. For even more powerful results, record a video of yourself reading your list and watch it frequently. How will this help?

TIP! It is vital for you to enhance your strengths, by working within your comfort zone. Remember that everyone is unique, and do not feel bad if you are not the best at everything.

When you?re trying to improve yourself, failure can be a terrible hit to your self-esteem. Actually, failure is really a learning experience. Failure is sometimes a way of finding out where your true strengths are. When you look at it from that perspective, failure can be considered a good thing, as it helps you know more about your personal makeup.

Try and find what is in the way of you becoming a success. Doing this is extremely hard for a lot of people. To be successful at self improvement, start by pinpointing any areas of weakness and target these areas for improvement. Once you address these obstacles, the path to success will become much clearer.

Whatever your goals are, and however you are trying to reach them, there is one piece of advice, one thing to do, that is certain to be applicable. It is important that you be an active participant in living your life. Watching from the sidelines serves no good purpose. If you just observe your life as it passes you by, you are just waiting for the end and not living.

TIP! If you find yourself consistently falling short of self-imposed goals and guidelines, step back and assess the possible problems. Look for stories of other people who have successfully achieved goals similar to your own, then compare your approaches.

Take the time to research the lives of successful people. If you mimic some of the steps these individuals have taken, you just might find that some mistakes are easier to avoid. Your path to self-fulfillment will feel easier to navigate. Think of reading about their stories as an important step in your own development.

Establish your priorities, and then focus on them wholeheartedly. By concentrating on those things that you cherish and appreciate, you?re less likely to be pessimistic and to brood over adverse situations that are of little consequence.

The condition in which you keep your body can significantly impact your mental state. Regular exercise and a healthy, nutritionious diet are two things every person should aim for. Keep in mind that a healthy body and mind go well together.

TIP! It is said that you have two ears and one mouth, because you should listen more than you speak. This holds true in many areas of your life, including personal development.

Don?t think physical activity is only for when you want to lose a few pounds. There are many physiological benefits associate with exercise. Exercise helps get your body to make chemicals that trigger a more calming and happier effect in you.

Your goals for personal development should be precise enough so that you are able to enjoy success. Having a specific end result to work towards gives you more precise ways to get to the goal, and gives you a better chance at success. Breaking it down allows you to meet your goals much easier, enjoying the satisfying feeling of success.

Always carry something you can record your ideas on. Make sure you have a notepad on you at all times. Just write what you think about and you can work on those ideas later.

TIP! Stop stressing yourself needlessly. Over-reacting when something goes wrong only creates more stress and you do not need that.

Always be modest and humble. We are all very small parts of this universe. No one knows everything, and everyone has more to learn from others. When you allow yourself to be aware of this, new vistas will open to you. Being open-minded about what others can teach us is a great way to grow.

Talking with a counselor or a pastor can be beneficial. They are trained to help you with issues, and also are experienced. Professionals will be able to help you consider all your options and give you more information about available resources. Talking to someone who knows how to listen and help will make you happier, and allow you to reach your goals.

To change and grow, you must make the choice to change your ways. You have to choose and accept the change in order to grow.

TIP! If you experience anxiety in social situations, ask a friend to join you at the movie theater. This is a good way to push yourself out of your comfort zone.

Eradicate disorganization from your life entirely. When you are organized, you will improve your confidence and feel accomplished in many different areas of your life. This also helps relieve you from stress caused by disorganization. Having everything in its own place instills a calming energy.

By following the tips in this article, you can improve your character and outlook on your life. You can start working on yourself today so that you can lead a better life.

Your library and bookstore probably have an entire section devoted to self-help. Well written books on personal development will always spark new ideas and give suggestions on altering your life. Books on the topic of personal development can be poorly written. To avoid this, make sure you read books that have been reviewed well.

TIP! Don?t waste too much money on comfort items. Shopping your stress away, or ?retail therapy? as some people say, is really more of a stress inducer, because it distracts you from the stress for a while but it all comes back with big bills and interest charges when the bills come in.

Blue widgets can feel like an overwhelming topic, but with the right information on hand, you can conquer this and many other subjects. Review the information contained in the article until you know it backwards and forwards. Then, get online and look for new information on Goal Setting.

White House, senators launching immigration push

(AP) ? President Barack Obama will launch a campaign next week aimed at overhauling the nation's flawed immigration system and creating legal status for millions, as a bipartisan Senate group nears agreement on achieving the same goals.

The proposals from Obama and lawmakers will mark the start of what is expected to be a contentious and emotional process with deep political implications. Latino voters overwhelmingly backed Obama in the 2012 election, leaving Republicans grappling for a way to regain their standing with an increasingly powerful pool of voters.

The president will press his case for immigration changes during a trip to Las Vegas Tuesday. The Senate working group is also aiming to outline its proposals next week, according to a Senate aide.

Administration officials say Obama's second-term immigration push will be a continuation of the principles he outlined during his first four years in office but failed to act on. He is expected to revive his little-noticed 2011 immigration "blueprint," which calls for a pathway to citizenship for illegal immigrants that includes paying fines and back taxes; increased border security; mandatory penalties for businesses that employ unauthorized immigrants; and improvements to the legal immigration system, including giving green cards to high-skilled workers and lifting caps on legal immigration for the immediate family members of U.S. citizens.

"What has been absent in the time since he put those principles forward has been a willingness by Republicans, generally speaking, to move forward with comprehensive immigration reform," White House press secretary Jay Carney said. "What he hopes is that that dynamic has changed."

The political dynamic does appear to have shifted following the November election. Despite making little progress on immigration in his first term, Obama won more than 70 percent of the Latino vote, in part because of the conservative positions on immigration that Republican nominee Mitt Romney staked out during the GOP primary. Latino voters accounted for 10 percent of the electorate in November.

The president met privately Friday morning with the Congressional Hispanic Caucus to discuss his next steps on immigration. Among those in the meeting was Rep. Linda Sanchez, D-Calif., who said Obama told lawmakers "immigration reform is his number one legislative priority."

That could bump back the president's efforts to seek legislation enacting stricter gun laws, another issue he has vowed to make a top second term priority.

The Senate immigration group is also pressing for quick action, aiming to draft a bill by March and pass legislation in their chamber by August, said the aide, who requested anonymity in order to discuss private deliberations. The Republican-controlled House would also need to pass the legislation before it went to the White House for the president's signature.

Senate lawmakers working on the immigration effort include Democrats Charles Schumer of New York, Dick Durbin of Illinois and Robert Menendez of New Jersey; and Republicans John McCain of Arizona, Lindsey Graham of South Carolina and Marco Rubio of Florida, according to Senate aides.

Democrat Michael Bennet of Colorado, and Republicans Jeff Flake of Arizona and Mike Lee of Utah have also been involved. It's not clear whether all those involved will sign on to the principles the group hopes to roll out next week.

Those principles are expected to include a process toward legalizing the status of unauthorized immigrants already in the country; border security; verification measures for employers hiring workers and ways for more temporary workers to be admitted into the country.

It's unclear whether the group will back the pathway to full citizenship that the president is seeking. Schumer and Graham have previously supported requiring illegal immigrants to admit they broke the law, perform community service, pay fines and back taxes, pass background checks and learn English before going to the back of the line of immigrants already in the system in order to legalize their immigration status.

Several of the senators negotiating the immigration principles are veterans of the failed comprehensive immigration reform effort under then-President George W. Bush. That process collapsed in 2007 when it came up well-short of the needed votes in the Senate, a bitter outcome for Bush and the late Sen. Edward M. Kennedy, the Democrats' leader on the legislation.

Some Republicans still lament that result as a missed opportunity for the party that could have set the GOP on a different path to reach more Latino voters.

Rubio is a relative newcomer to Senate negotiations on the issue, but he's seen as a rising star in his party and a potential 2016 presidential candidate. As a charismatic young Hispanic leader his proposals on immigration have attracted wide notice in recent weeks. And as a conservative favorite, unlike McCain or Graham, his stamp of approval could be critical to drawing in other conservative lawmakers.

A Republican aide said that Rubio has made clear in his interactions with the Senate group that he couldn't sign on to proposals that deviated from the principles he himself has been laying out in recent media interviews, including border security first, a guest-worker program, more visas for high-tech workers and enforcement in the workplace.

As for the illegal immigrants already in the country, Rubio would have them pay a fine and back taxes, show they have not committed crimes, prove they've been in the country for some time and speak some English and apply for permanent residency. Ultimately citizenship too could be in reach but only after a process that doesn't nudge aside immigrants already in line, and Rubio hasn't provided details on how long it all might take.

Enhance Your Future With Our Personal Finance Tips - ProjectPB ...

It is important to budget and track your income and expenses before making major purchases like cars, vacations and a home. Read this article for useful tips to better manage your personal finances.

Having a higher credit score can get your further when trying to apply for a loan. There are a couple of ways to do this. You can either take out a small personal loan and repay it on an accelerated schedule, or open a couple of credit cards and build an excellent payment history. It is also important to cover more than just the minimum on all possible bills.

Use your annual tax refund to make an extra payment on any outstanding loans or credit card debt. A lot of people buy unimportant things with their refund, instead of working on the amounts they already owe. Unfortunately, the money is spent quickly and the debt still remains.

If you?re looking to have good personal finances you have to avoid getting too many credit lines taken out. Once you are overextended with too many credit lines, your credit rating may go down and you may end up paying higher annual interest rates.

Saving money for an account is important for managing your finances. A savings account is a great place to store money for buying a major appliance or to take a vacation. Consider a variety of retirement plans and find out if the company you work for offers any type of retirement incentives or savings. If your expenses are less than your income, you should be able to save money every month.

Next time you?re at the supermarket, stock up on store brands rather than choosing the more expensive name brand items. Much of the time, you cannot tell the difference. The two products? lists of ingredients are often identical. You can stretch your food budget a lot further by using generics, so go ahead and give them a try.

TIP! A savings account full of liquid assets is a boon to anyone. Although interest rates are relatively low on straight savings accounts, it is still important to search around for the highest interest rate on a savings account that you can find.

Understand your priorities when it comes to money. Once you understand your thoughts about money, you can aim to improve your current financial situation. Analyse your perspective on material possessions and write down some thoughts on your attitude toward money. See if they are related to events in your past. This will enable you to tackle your financial future more successfully.

Establish an emergency fund through automatic deductions from your paycheck. If you have the money automatically transferred to a savings account, you won?t miss it. Building a little savings will help out in the case of illness or unemployment.

Younger people looking to stay out in front of their finances would do well to discover the wonders of compounding interest. Save your money in an account where you will make money off of the interest that you earn as well as your initial investment.

Work out a budget, and stick to it. You may assume you are spending your money wisely, but there is a chance that you?re spending beyond your means. Make a note of each purchase, whether small or large. Read over all of it near the end of the month. This way you will know what needs trimming.

TIP! Avoiding debt wherever possible is a simple and powerful guideline for keeping personal finances under control. A home loan or car is fine because those are important things you need.

Check over your bank statement every month. This way you can keep track of the rates and fees. Your bank might raise your fees without notifying you and keep billing you for services you do not need. Because of this, you should look over each statement with care.

As just mentioned, if you take care of your personal finances now, you will be able to save for more expensive purchases in the future. The advice in this article can help you to be educated about your money and how to make wise decisions.

Millepied, 35, is a former principal dancer with the New York City Ballet who left in 2011 to create his own dance company in Los Angeles, L.A. Dance Project. He'll start at the Paris company in October 2014, when the current dance director, Brigitte Lefevre, retires.

Portman and Millepied, who have a son, met during the making of "Black Swan," Darren Aronofsky's psychological thriller that stars Portman as a ballet dancer. Portman won the best actress Academy Award for her performance in the movie.

Millepied is known for his innovative work outside classical ballet, and his latest project in Los Angeles has its roots in contemporary dance. In the ballet world, the appointment of Millepied ? who has no formal ties to the Paris Opera Ballet ? is considered something of a coup.

"I will keep the things that seem strong and solid and I have the chance to rethink certain other things," Millepied told the Figaro newspaper in an interview Thursday.

The Paris Opera Ballet, founded in the days of Louis XIV, is the oldest ballet company in the world and known for its respect, bordering on reverence, for traditional repertory.

"It's unusual that someone would come from the outside to run the company," said Wendy Perron, editor of Dance Magazine in New York. "He has to find his own way between contemporary innovations and the traditions there."

Among its past directors was Rudolf Nureyev, who held the position from 1983-1989, then left for three years to take the lead role in a traveling version of the Broadway musical "The King and I."

Millepied, who is French but largely trained in the United States, choreographed "Amoveo" in 2006, and "Triade" in 2008, both contemporary pieces.

Taking on the role as director "will change him in that he will have to think of a large company that has to appeal to the big French public. I think it will change him in the sense of the responsibility he has with so many dancers and such a large public," Perron said.

As for how Millepied's leadership could change such an institution famed for its style and refinement, Perron said she hoped it would be for the better. But she cautioned, "I think it's going to be hard for him to deal with the hierarchy that's there."

Tips for Investing in Real Estate | 50 Plus Finance

We all know that in times like these real estate investments can be the best bet for future gains. After all, how much money can you put up for equity or solid precious metals like gold and silver? If you have disposable income that you want to keep rolling, real estate is the sector you should be looking at. In case the real estate market in your resident country does not seem promising enough, there are foreign real estate investment options to explore. India can be a likely choice, considering the real estate sector is booming in most parts of the country. You can consider buying properties in Boisar or Pune, if you don?t have enough capital to buy a lavish apartment in Mumbai. India welcomes foreign investment and the investment laws here are pretty straightforward as compared to some Western countries. Another apt option may be the Dominican Republic. Places like Punta Cana in the country are making their mark on the investment map lately.?

Regardless of where you decide on investing your hard-earned cash, we can safely presume that you are either going to hold on to the property for some years after which you can put it on sale for a substantial profit margin, or instantly put it on the rental market to earn a parallel income. In both cases, the investment is not going to be used personally. This is where most investors make a mistake. They buy the property that they would want to stay in, rather than concentrating on a property that their target market requires. For example, if you have always lived in a house, that?s what you would gravitate towards investing in, forgetting that today the economical situation makes it hard for a majority of the population to buy big homes. Most buyers are looking for apartments or condos that offer security, maintenance and other perks without having to bear the expenses of everything single-handedly.

Studying the market is essential before any real estate investment. Decide on a target buyer market and take things further, as this will give you a clear idea about what neighborhoods to look at, the rough budget figure, etc. The kind of investment you are considering should be looked at as a business plan. You may want to plan out a three year or five year investment strategy. This will give you an idea about where to invest, your financial liabilities after investment, and the future profit prospects. Location is one of the key ingredients for a profitable real estate investment. For instance, if you are buying properties in Boisar, your target market is single families that work in the industries nearby or in Mumbai. This means that your priority should be to invest in 2 bedroom apartments that can be rented out. Also, these apartments should ideally be close to the train or bus stations for easy commute and better connectivity.

While in many cases simply letting some real estate agencies know that you are interested in renting the property out to individuals or families is enough, there are times when the investor needs to advertise to get the right tenants. In case you do not believe in having a middleman take away a percentage of your profit, placing advertisements in local newspapers may be a good available option. Most newspapers carry such ads for nominal charges, although we suggest employing a good real estate agency especially if you are a non-resident of the State. Many smart investors believe in furnishing the properties with basic necessities to ensure good rent. While this is not a compulsion, it may be a good strategy to adapt.?

Jeffery G. Thacker is a freelance writer for the http://www.mirchandanigroup.com/ . Being an American he often concentrates on blogs and articles about the real estate market in the US, however recently he has written quite a few informative pieces about properties in Boisar and other localities in India. Jeffery is a sportsman at heart and enjoys playing lawn tennis, billiards, soccer and baseball.

Second suspect charged, not yet arrested, in Texas campus shooting

SAN ANTONIO (Reuters) - A second man has been charged in a shooting at a community college near Houston that left three people wounded on Tuesday, but he has not yet been arrested, the sheriff's office said.

"It's only a matter of getting the cuffs around him," spokeswoman Christina Garza of the Harris County Sheriff's Office said on Thursday. She said officials believe they know his whereabouts.

The shooting at Lone Star College, which has some 10,000 students, occurred as the United States weighs stricter gun controls. The fierce debate over ownership of certain guns and ammunition was reignited after a December shooting at an elementary school in Newtown, Connecticut, left 20 children and six adults dead.

The Houston Chronicle reported on Thursday that court records showed the second suspect appears to have been the shooter and not Carlton Berry, who has been charged with aggravated assault with a deadly weapon in connection with the campus shooting.

Garza declined to confirm that, and she did not name the second suspect or detail the charges.

Harris County Sheriff Adrian Garcia said on Wednesday the shooting occurred during a "ridiculous confrontation" between Berry, 22, and Jody Neal, 25.

Neal, who was hospitalized for gunshot wounds to his leg and abdomen, will not face criminal charges. Berry had an apparently self-inflicted gunshot wound and was being held in a jail hospital ward, Garcia said. He said he did not know what prompted the argument.

College maintenance worker Bobby Cliburn, 55, was wounded in the crossfire, and a woman was taken to a hospital for an anxiety attack, according to authorities.

NASA Super-TIGER balloon shatters flight record

Jan. 24, 2013 ? Flying high over Antarctica, a NASA long duration balloon has broken the record for longest flight by a balloon of its size.

The record-breaking balloon, carrying the Super Trans-Iron Galactic Element Recorder (Super-TIGER) experiment, has been afloat for 46 days and is on its third orbit around the South Pole.

"This is an outstanding achievement for NASA's Astrophysics balloon team," said John Grunsfeld, associate administrator for the Science Mission Directorate at NASA Headquarters in Washington. "Keeping these huge balloons aloft for such long periods lets us do forefront science that would be difficult to do otherwise."

Super-TIGER is flying a new instrument for measuring the rare heavy elements among the flux of high-energy cosmic rays bombarding Earth from elsewhere in our Milky Way Galaxy. The information retrieved from this mission will be used to develop an understanding where these energetic atomic nuclei are produced and how they achieve their very high energies.

Super-TIGER launched Dec. 8, 2012, from the long duration balloon site near McMurdo Station, Antarctica. The massive 39-million cubic foot scientific balloon carries the 6,000 pound Super-TIGER payload -- equivalent to a large sports utility vehicle -- at a float altitude of 127,000 feet, more than four times the altitude of most commercial airliners. Size-wise, more than 200 blimps could fit inside the balloon.

The Super-TIGER flight shattered the previous record of 41 days and 22 hours, previously set in 2005. The Super-TIGER team plans to fly for another 8-10 days to have it fly closer to McMurdo Station before terminating the flight and recovering the experiment.

"It has taken eight years, but we are so excited about breaking the long duration balloon record. In addition, it looks like the Super-Tiger flight, which is still collecting science data, will raise the bar by a week or two," said Debora Fairbrother, chief of the Scientific Balloon Program Office at NASA's Wallops Flight Facility in Virginia.

The long duration balloon site at Willy Field, McMurdo Station, takes advantage of the stratospheric anti-cyclonic wind pattern circulating from east to west around the South Pole. The stratospheric wind circulation combined with the sparsely populated continent of Antarctica allows for long duration balloon flights at altitudes above 100,000 feet.

The National Science Foundation Office of Polar Programs manages the U.S. Antarctic Program and provides logistic support for all U.S. scientific operations in Antarctica. The NSF Antarctic Support Contractor provides material support to the NASA Balloon Program, including support of launch and recovery operations throughout the Antarctic Campaign.

The principal investigator of the Super-TIGER mission is Dr. Walter Binns of Washington University, St. Louis, Mo.

NASA's Columbia Scientific Balloon Facility in Palestine, Texas, is responsible for launch operations and command and control of the balloon during flight.

Chance finding reveals new control on blood vessels in developing brain

Jan. 24, 2013 ? Zhen Huang freely admits he was not interested in blood vessels four years ago when he was studying brain development in a fetal mouse.

Instead, he wanted to see how changing a particular gene in brain cells called glia would affect the growth of neurons.

The result was hemorrhage, caused by deteriorating veins and arteries, and it begged for explanation.

"It was a surprising finding," says Huang, an assistant professor of neuroscience and neurology at the University of Wisconsin-Madison. "I was mainly interested in the neurological aspect, how the brain develops and wires itself to prepare for all the wonderful things it does."

But chance favors the prepared mind, as Louis Pasteur said, and Huang knew he needed to follow up on the suggestion that glia, normally considered "helpers" for the neurons, would affect the growth of blood vessels. For one thing, blood flow is a big deal in the brain, says Huang, whose collaborators included Shang Ma, in the graduate program in cellular and molecular biology at UW-Madison. "We know the brain is very energy-intensive. Per unit of volume, it consumes 10 times as much oxygen as the rest of the body."

Although it makes intuitive sense that blood vessel development should be guided by neuronal development in some fashion, Huang spent years making sure he wasn't being mislead by his experiment. Now, he's satisfied himself, and his scientific reviewers, and the journal PLOS Biology has just published his study.

Glial cells in the nervous system establish a nurturing environment for neurons but do not carry signals. In particular, Huang looked at "radial glial cells," which also act as stem cells in creating new neurons. Radial glia extend from the inside of the brain to the outside, and also guide growing neurons to their final locations.

A standard way to find out what cells and genes do is to "knock out" specific genes, using a technology invented at UW-Madison by former professor Oliver Smithies (who shared the 2010 Nobel Prize for this discovery).

When Huang grew mice with a "knock out" mutation that blocked cell division among the radial glia, he expected to see abnormalities in the embryonic brain. But the major abnormality was completely unexpected: blood vessels that had already formed had collapsed.

New blood vessels in an embryo generally develop via a two-step process, first growing, and then stabilizing. "If the second step cannot be carried out, the vessels may already be formed, but the organ still cannot get its blood supply because the vessel will regress, or collapse," Huang says.

When blood vessels collapse, neurons start to die, says Huang. Some brain diseases, including Alzheimer's and hemorrhagic stroke, show a similar regression, and Huang says it's possible that the signaling mechanism that he experimentally blocked may play a role in these diseases as well.

Although any clinical treatment is years away, Huang is still basking in the thrill of basic discovery.

"We find that these progenitor and helper cells, the radial glia, regulate blood vessel development, and nobody has found that before." Huang says. "We used a mouse with alterations in genetics that regulate activity in these helper cells in the brain, and were very surprised to see that this had a drastic effect on blood vessel development. Previously it was always thought that these were two separate systems, now we know there is crosstalk between them. It's almost like a new field has opened up."

Healthy men and women show little difference in their hearts, except for small electrocardiographic disparities. But new genetic differences found by Washington University in St. Louis researchers in hearts with disease could ultimately lead to personalized treatment of various heart ailments.

Generally, men are more susceptible to developing atrial fibrillation, an irregular, rapid heartbeat that may lead to stroke, while women are more likely to develop long-QT syndrome, a rhythm disorder that can cause rapid heartbeats and sudden cardiac death.

While prior studies have clearly established differences in the development of heart disease between men and women, very few studies had looked at the molecular mechanisms behind those differences in human hearts.

Igor Efimov, PhD, the Lucy and Stanley Lopata Distinguished Professor of Biomedical Engineering in the School of Engineering & Applied Science at Washington University in St. Louis, and a former doctoral student, Christina Ambrosi, PhD, analyzed 34 human hearts looking for genetic differences that might explain gender differences in heart disease.

The team took advantage of the unique opportunity at the university to obtain failing human hearts at the time of transplantation from Barnes-Jewish Hospital and non-failing hearts unsuitable for transplantation from Mid-America Transplant Services, a St. Louis-based organ procurement service.

The team screened for 89 major genes in electrophysiology, ion channel subunits, calcium handling proteins and transcription factors important in cardiac conduction and in the development of arrhythmia and the left atria and ventricles in human hearts.

"What was striking in this study is that we expected very large gender differences in expression of genes in the ventricles, but we did not find such differences," says Efimov, also a professor of medicine, of radiology and of cell biology and physiology at Washington University School of Medicine. "Unexpectedly, we found huge gender differences in the atria."

The results showed that women with failing hearts have a weaker system of gene expression than men males showed overall higher expression levels of nearly all of the 89 genes than women.

Women showed particularly lower atrial expression levels of several important genes encoding for potassium channels, including Kv4.3, KChIP2, Kv1.5 and Kir3.1. In fact, the atria of women with heart disease had less than half of the KChIP2 mRNA than atria in men.

Results of the research were published in PLOS ONE.

Efimov says while there are still many questions that need to be answered to explain these molecular differences, one factor that could be contributing to the difference is estrogen.

"When women have the highest levels of estrogen, they are least vulnerable to arrhythmia women are protected by estrogen," he says. "But after menopause, women develop atrial fibrillation at the same rate as men. We don't understand this and need to study this in humans."

Another potential factor is circadian rhythm, Efimov says.

"Humans are much more likely to die suddenly from heart disease early in the morning, between 5-7 a.m.," he says. "In the cardiac system in mice, it has been shown that there is an oscillation of gene expression, so certain genes expressed at 5 a.m. could be different by threefold at 5 p.m."

Efimov says the study on human hearts is unique to Washington University, as much cardiac research elsewhere is done mostly in animal models. In the future, the team would like to expand the research into pediatric hearts, taking advantage of Washington University's leading pediatric heart transplant program to learn more about pediatric physiology.
