Their study is, they feel, unprecedented, in that the subjects are very obese (BMI > 95th percentile) and ethnically diverse.

One of the study?s admitted limitations is that the team started out with more kids than it ended up with, but attrition was not regarded as a major drawback because the dropout rate was about the same in the treated group and the control group. The team ended up with data on 209 young people, ages 8 to 16. What the researchers particularly wanted to find out was the sustainability of the intervention efforts over two years.

The intervention group participated in an intensive, family-based program that encompassed nutrition, exercise, and behavior modification in both areas. The control group just got counseling every six months. They determined that such a lifestyle program can be maintained for a year, after the active intervention phase is over. At the end of 12 months, virtually all anthropometric and metabolic parameters, including increased insulin sensitivity and improved glucose tolerance, favored the Bright Bodies groups over the clinic control group.

After 12 months of the Bright Bodies program, the 3 subjects with prediabetes reverted to normal glucose tolerance, whereas 4 subjects in the control groups progressed from normal to impaired glucose tolerance.

The level of success attained by this study encourages researchers to believe that lasting behavioral change is possible, even in ?challenging populations.?

DURHAM, N.H. Underemployment has remained persistently high in the aftermath of the Great Recession with workers younger than 30 especially feeling the pinch, according to new research from the Carsey Institute at the University of New Hampshire.

"While on the decline, these rates have yet to return to their prerecession levels. Moreover, as the recession and other economic forces keeps older workers in the economy, openings for full-time jobs for younger workers might remain limited in the short-term," said Justin Young, a doctoral student in sociology at UNH and a research assistant at the Carsey Institute. His research is presented in the brief "Underemployment in Urban and Rural America, 2005-2012."

Underemployment is defined as part-time workers in search of full-time work or working part-time because the hours of a former full-time job were reduced involuntarily.

"These workers represent a source of untapped economic capital, as their jobs do not allow them to maximize their output or skills. This has consequences for both the economy as a whole and the well-being of the underemployed and their families," Young said.

"The least educated are also the most susceptible to being relegated to part-time work, thereby lowering their already lower-than-average wages. Those with no more than a high school diploma had the highest rates of involuntary part-time employment and experienced a larger increase in this form of underemployment during the recession," he said.

The key research findings are as follows:

• Underemployment (or involuntary part-time work) rates doubled during the second year of the recession, reaching roughly 6.5 percent in 2009. This increase was equally steep in both rural and urban places.
• In March of 2012, underemployment was slightly lower in rural places (4.8 percent) compared to urban places (5.3 percent). Prior to the recession, however, underemployment was slightly higher in rural America.
• Workers under age 30, as well as women, black and Hispanic workers, experience higher levels of underemployment.
• Underemployment is strongly linked with education, with the least educated workers experiencing higher rates of underemployment compared to more highly educated workers. This relationship is somewhat weaker in rural places.

"The longer workers are underemployed, the more difficult it becomes to move into better jobs as their skills and employers' perceptions of their skills deteriorate or remain stagnant. Further, if those entering the job market bear the financial 'scars' of the current recession for years to come, economic recovery may be that much slower and the quality of life for these workers lower. Policies to address unemployment and stimulate the economy should target underemployment as well as unemployment to be effective," Young said.

6 Groups Vie For Casino License In Philadelphia ? CBS Philly

PHILADELPHIA (CBS) -

Six operators of casinos are in a race for a second casino site in Philadelphia, as they face an application deadline this week.

Though they tout economic development and jobs, others believe casinos prey on addictions.

Casinos are flashy, whether they?re built and dealing cards, or in the mind?s eye of a developer, like Bart Blatstein and The Provence ? a proposal for North Broad Street.

By 5 p.m. on Thursday, November 15th, Philadelphia will learn who is serious about going after a second casino license, and who is just talking.

?The statute requires that potential bidders send us some preliminary local impact information,? said Mayor Michael Nutter. ?But the real applications are due on the 15th to the folks in Harrisburg.?

Those ?folks? are on the Pennsylvania Casino Control Board.

Right now, six groups are expressing interest at joining The Sugarhouse Casino on the Philadelphia casino landscape. Casino giant Steve Wynn wants to add his name to Fishtown, near The Sugarhouse.

With The Provence planned for the old Inquirer Building on North Broad Street, two others are proposed for Center City, with two more at the stadium complex, in South Philadelphia.

For Dan Hajdo, of Casino-Free Philadelphia, a casino is a casino and they all do the same thing? take advantage of those with gambling or alcohol addictions and those who are poor.

?This is not right,? said Hajdo. ?Taking money from people who have an addiction and that?s mainly lower income people. That?s just wrong.?

Despite the proposals and the opposition, The PA Casino Board holds all the cards. It will assess the sites, the financing, the investors and the impact on neighborhoods. And may even decide? not to give anyone the license.

Mayor Nutter says he has no preference at this point. But Casino-Free Philadelphia has a different view.

?Our mission is to stop casinos from coming to Philadelphia and to close any that are open,? said Hajdo. ?We know it?s pretty ambitious.?

Nonetheless, Casino-Free says it?s in the race to the end.

Federal regulators are about to take the biggest steps in more than a decade to protect children online. According to Natasha Singer of The New York Tiems, the moves come at a time when major corporations, app developers and data miners appear to be collecting information about the online activities of millions of young Internet users without their parents? awareness.
Some sites and apps have also collected details like children?s photographs or locations of mobile devices; the concern is that the information could be used to identify or locate individual children. For example, McDonald?s invites children who visit HappyMeal.com to upload their photos so they can make collages or videos.

These data-gathering practices are legal. But the development has so alarmed officials at the Federal Trade Commission that the agency is moving to overhaul rules that many experts say have not kept pace with the explosive growth of the Web and innovations like mobile apps. New rules are expected within weeks.

?Today, almost every child has a computer in his pocket and it?s that much harder for parents to monitor what their kids are doing online, who they are interacting with, and what information they are sharing,? says Mary K. Engle, associate director of the advertising practices division at the F.T.C. ?The concern is that a lot of this may be going on without anybody?s knowledge.?

The proposed changes could greatly increase the need for children?s sites to obtain parental permission for some practices that are now popular ? like using cookies to track users? activities around the Web over time. Marketers argue that the rule should not be changed so extensively, lest it cause companies to reduce their offerings for children.

?Do we need a broad, wholesale change of the law?? says Mike Zaneis, the general counsel for the Interactive Advertising Bureau, an industry association. ?The answer is no. It is working very well.?

The current federal rule, the Children?s Online Privacy Protection Act of 1998 (COPPA), requires operators of children?s Web sites to obtain parental consent before they collect personal information like phone numbers or physical addresses from children under 13. But rapid advances in technology have overtaken the rules, privacy advocates say.

Today, many brand-name companies and analytics firms collect, collate and analyze information about a wide range of consumer activities and traits. Some of those techniques could put children at risk, advocates say.

Under the F.T.C.?s proposals, some current online practices, like getting children under 13 to submit photos of themselves, would require parental consent.

Children who visit McDonald?s HappyMeal.com, for instance, can ?get in the picture with Ronald McDonald? by uploading photos of themselves and combining them with images of the clown. Children may also ?star in a music video? on the site by uploading photos or webcam images and having it graft their faces onto dancing cartoon bodies.

But according to children?s advocates, McDonald?s stored these images in directories that were publicly available. Anyone with an Internet connection could check out hundreds of photos of young children, a few of whom were pictured in pajamas in their bedrooms, advocates said.

In a related complaint to the F.T.C. last month, a coalition of advocacy groups accused McDonald?s and four other corporations of violating the 1998 law by collecting e-mail addresses without parental consent. HappyMeal.com, the complaint noted, invites children to share their creations on the site by providing the first names and e-mail addresses of their friends.

?When we tell parents about this they are appalled, because basically what it?s doing is going around the parents? back and taking advantage of kids? naivete,? says Jennifer Harris, the director of marketing initiatives at the Yale Rudd Center for Food Policy and Obesity, a member of the coalition that filed the complaint. ?It?s a very unfair and deceptive practice that we don?t think companies should be allowed to do.?

Danya Proud, a spokeswoman for McDonald?s, said in an e-mail that the company placed a ?high importance? on protecting privacy, including children?s online privacy. She said that McDonald?s had blocked public access to several directories on the site.

Last year, the F.T.C. filed a complaint against W3 Innovations, a developer of popular iPhone and iPod Touch apps like Emily?s Dress Up, which invited children to design outfits and e-mail their comments to a blog. The agency said that the apps violated the children?s privacy rule by collecting the e-mail addresses of tens of thousands of children without their parents? permission and encouraging those children to post personal information publicly. The company later settled the case, agreeing to pay a penalty of $50,000 and delete personal data it had collected about children.

It is often difficult to know what kind of data is being collected and shared. Industry trade groups say marketers do not knowingly track young children for advertising purposes. But a study last year of 54 Web sites popular with children, including Disney.go.com and Nick.com, found that many used tracking technologies extensively.

?I was surprised to find that pretty much all of the same technologies used to track adults are being used on kids? Web sites,? said Richard M. Smith, an Internet security expert in Boston who conducted the study at the request of the Center for Digital Democracy, an advocacy group.

Using a software program called Ghostery, which detects and identifies tracking entities on Web sites, a New York Times reporter recently identified seven trackers on Nick.com ? including Quantcast, an analytics company that, according to its own marketing material, helps Web sites ?segment out specific audiences you want to sell? to advertisers.

Ghostery found 13 trackers on a Disney game page for kids, including AudienceScience, an analytics company that, according to that company?s site, ?pioneered the concept of targeting and audience-based marketing.?

David Bittler, a spokesman for Nickelodeon, which runs Nick.com, says Viacom, the parent company, does not show targeted ads on Nick.com or other company sites for children under 13. But the sites and their analytics partners may collect data anonymously about users for purposes like improving content. Zenia Mucha, a spokeswoman for Disney, said the company does not show targeted ads to children and requires its ad partners to do the same.

Another popular children?s site, Webkinz, says openly that its advertising partners may aim at visitors with ads based on the collection of ?anonymous data.? In its privacy policy, Webkinz describes the practice as ?online advanced targeting.?

If the F.T.C. carries out its proposed changes, children?s Web sites would be required to obtain parents? permission before tracking children around the Web for advertising purposes, even with anonymous customer codes.

Some parents say they are trying to teach their children basic online self-defense. ?We don?t give out birth dates to get the free stuff,? said Patricia Tay-Weiss, a mother of two young children in Venice, Calif., who runs foreign language classes for elementary school students. ?We are teaching our kids to ask, ?What is the company getting from you and what are they going to do with that information?? ?

Weighing The Prospects Of The Keystone XL Pipeline

Among the difficult decisions facing President Obama is whether to give the go ahead for the controversial Keystone XL oil pipeline, which would bring oil from Canada down to refineries in the Gulf of Mexico.

Environmentalists want it blocked. They are concerned about endangering the Nebraska sand hills, under which is the largest aquifer in the country. It provides drinking water and irrigation water for several states.

Oil companies and their supporters, meanwhile, say the pipeline is in the national interest because it will create thousands of jobs and make the country more energy independent.

In January, Obama refused to make a decision about the fate of the pipeline, citing a State Department recommendation for more time to review alternative pipeline routes.

But now that the presidential election is over, environmentalists and politicians are putting renewed pressure on Obama to make up his mind. Sarah Ladislaw from the Center for Strategic and International Studies spoke with NPR's Renee Montagne about the prospects for the project.

Interview Highlights:

On the importance of the Keystone Pipeline to the country's future and for energy security

"It's a really hard question to answer because there's a variety of perspectives involved. If you're an oil sands producer in Canada, then you obviously think it's fairly necessary to have this infrastructure to be able to get your product to market. If you're a refiner in the Gulf Coast of the United States, you probably think it's good to be able to get the right kind of crude into your refineries so you can sell it not only here but in global markets. If you're an environmentalist or someone who supports a transition to a lower carbon energy profile in the United States, you probably think it works contrary to what you think is actually in the ultimate best interest of the country."

On the dangers that environmentalists see in the pipeline

"The dangers, they see are twofold: one, that it basically makes it possible for larger amounts of Canadian oil sands, which emits more CO2 and greenhouse gasses into the atmosphere than conventional based energy sources. The second kind of environmental opposition they have is that it's a major pipeline that would be going through huge portions of the United States ? some environmentally sensitive. But that larger question of whether or not it's sort of in our longer term national interest to be perpetuating the production of this relatively abundant and relatively close by oil resource, rather than promoting things like clean energy is really sort of at the heart of the controversy."

On how the Keystone is part of a larger change in the North American energy industry

"In the United States we've now found that it's economically feasible and profitable to produce unconventional oil resources in a number of parts of the country in addition to unconventional gas. So what we've done, essentially, is flipped this scarcity mindset in North America that we don't have enough energy resources to one where we're actually quite abundant in these energy resources."

On how much of the oil from the pipeline will end up in America

"If you want to just track a barrel from when it's produced to when it actually makes it in your car per se, or into your heating fuel in your home, you have to go through a number of processes. One of those is being transported through a pipeline, and the other is being refined in a refinery. And oil is made into a whole host of products. A lot of the gasoline that's made form this oil could stay in the United States and a lot of diesel could be shipped to Europe. That's been sort of the pattern of how we produce and sell the products here. The other issue is that there's currently sort of an oversupply of oil within the mid-continent of the United States. And so a lot of what this pipeline does is it balances out that market a little bit. It allows some of the heavier crude, which is the oil sands to come down to the Gulf Coast and a lot of the lighter crudes to go to the mid-continent. So whether or not an actual Canadian barrel that goes through the Keystone Pipeline in its entirety is consumed in the United States ? no, it won't be."

On whether Obama will approve the pipeline

"I do think that he'll approve the pipeline for two reasons: one, because he would have to find a reason why it's against the national interest. And for a country that doesn't have an overarching climate policy, that's hard to say because we believe in reducing emissions we don't necessarily want to be importing a higher emission fuel. And the second being this has become sort of a political lightning rod to exemplify the debate between pro-oil and gas people and anti-oil and gas people in this country. And it's not the most effective way of debating those issues. So politically it would be good to get beyond it and get on to a lot of the other things that the president will have to debate within energy policy."

Recruitment to the post of Statistical Inspector is carried out on the basis of Computer Based Test, conducted by the State Public Service Commission. The examination comprises of questions from Mathematics or Statistics. Of these, candidates can select one subject as per their area of interest. There will be two hundred objective type multiple choice questions in the examination. Medium of instruction will be in English as well as in Tamil Language. Maximum time allotted for answering all questions is two hours. Maximum marks allotted for the entire test is three hundred. Those who have cleared the computer based test will be short listed for oral test. Maximum marks allotted for oral test is 40. Candidates are required to secure a minimum of 136 marks for written test as well as oral test so as to qualify. Reserved category candidates require 102 marks for qualification.

Application Procedure

Eligible candidates are required to apply online from the official website of the commission. Candidates are required to have scanned versions of photograph and signature in jpeg format. They should have a valid email id. Candidates are required to pay Rs.150/- as examination fee. Examination fee for reserved category candidates is Rs.50/-. Fee payment can be done online by using Net Banking, Credit/ Debit card. Apart from this, candidates can make payment by using payment challan in any branches of Indian Bank or Post office. Candidates are required to provide academic details as well as details of fee payment in online application form. Those who have successfully submitted the application form will receive system generated completed application form having a unique registration id. Candidates are advised to take print out of this completed application form for future reference.

The relationship between sociology and Social Darwinism is often assumed but it is not very well understood.? Many simply passed it off as a forgotten dead end.? It was Parsons who said that ?no one reads Spencer anymore?.? And it is Parsons who explains this forgetting of Spencer as an evolutionary triumph of sociology.? Sociology did not emerge from Social Darwinism. Sociology and Social Darwinism share common origins in Spencer, political economy, discourses on government, and scientific disputes,especially the species question and the question that consumed American biology in the 19th century: monogenesis versus polygenesis.Given this range of origins, I was lead to question the notion of social Darwinism as it relates to Darwin?s intervention into the monogenesis/polygenesis debate. This debate is essential to understanding the scientific ideology of race.? Race was the central problem in the American approach to the species question.
The species question

Slavery was a driving force behind the debate between the mongenists and the polygenists, but the debate over the origins of humans and the classification of their diversity had been well underway in its modern form since the 18th century (which owed earlier descriptions and representations of the Plinian races). It was not the Civil War that ended the monogenesis/polygenesis debate (as Stanton says in his The Leopard?s Spots, which remains one of the best works on the subject), but Darwin. Only the species question was to later reemerge from its repression with the work of Lombroso and Weissmann.? It is often stated that Darwin broke with Lamarck and Natural History, but the origin of species----modification by descent vs. creation vs. successive creation----was the question of Darwin?s time, and Lamarckism was not the subject of polemics from the pro-evolution side. (Darwin to some degree followed Lamarck, most notably in Darwin?s theory of pangenesis.)

You might in fact read Darwin?s Origins as an anti-slavery argument. He was opposed to slavery.(Admiral Fitzroy, an originator of modern meteorological instruments and Captain of the Beagle was a vocal proponent of slavery and the superiority of the European. Darwin, who was hired on not as the official naturalist, but rather the dinner and social companion of the Captain, noted in letter to his sister how unbearable it was to be endure these social gatherings with the Captain.? Natural and sexual selection as described in the Origin of Species and the Descent of Man destroyed the polygenic theory. At the same it demolished and replaced religious basis of monogenesis. The central enlightened argument for the abolition of slavery now had a scientific basis in the origin of the human species itself. Darwin is often characterized as apolitical, but politics has no limit in theory. He says in the
Descent of Man

...we may conclude that when the principle of evolution is generally accepted, as it surely will be before long, the dispute between the monogenists and the polygenists will die a silent and unobserved death (Descent of Man, 541)The biology appropriated by sociology was not Darwinism, although it shares certain terminology and concerns.

The discursive formation of sociology and biology was concerned with continuity: progress and degeneration. Darwinism, on the other hand, is concerned with discontinuity: species, extinction,isolation, and selection.? This makes me look at sociology in a new way. Instead of seeing the period before the crisis in Western Sociology as having been one where bad sociology appropriated bad science, I began to see it as a bio-social discourse more or less autonomous from the discourse of Darwinism. This lead me to return to the history of sociology and of race from a different perspective.? Darwin?s was an anti-slavery argument that destroyed the scientific and religious discourses on race. But the history of race appears in the context of a general assumption of bio-social progress and degeneration. It is degeneracy and not natural selection that supported Eugenics, and the linkage between the two sciences of society are profound. In particular, I want to focus on degeneration as it appears in sociology because it has not yet had a thorough treatment .? To understand the relationship of sociology, the life sciences and race in America, you have to trace through the formation and transformations of a scientific ideology that unites;

1) Discourses on nature and life (biology, medicine, Natural History, and ecology)

2) Discourses on the forces of social life, both the rational forces (those which are allied Enlightenment with the universals of Enlightenment Reason, History, Consciousness, and Reason) as well as the irrational forces (e.g., the instincts, the id [e.g., A. Wiessmann as opposed to Freud?s concept,] the mob, the mass) and also rationalized irrationality (e.g., the market and the social anarchy of capitalist production, psychological therapy)

3) Discourses on the stability of society, or inertia (e.g., Parsonian sociology, or more generally,bourgeois morality, the morality of community described by Nietzsche in the second essay of the Genealogy of Morals and by Marx in The Holy Family, the rhetorics of stability, progress, and degeneration).? If you understand how these work, then you can begin to understand the relation between the scientific discourses on race, the sociological ones (sociology in the broadest sense, as the definition of sociology narrows over time in proportion to the need to clean up its pantheon of fallen gods like Sumner, Spencer, Comte, Giddings, Cooley, Sorokin, Lombroso, etc. Feagin in his Presidential Address last night did exactly this, but of course it was only for the best of reasons, as his goal was to remember forgotten sociologists of the left) and together with the media?s re-presentation, we can discern more clearly how the history of this social relation weighs like a nightmare on the mind of the living today.

Before you can discuss race, you must first discuss science, for race does not precede science, rather, science first establishes race --- at least race as we understand it today. We must ask ?What is the bio-social discourse on race and what is the origin of its authority??rather than ?What is race?? By implication, this raises all sorts of questions for Marxist theory that claims science as its authority. Perhaps this is why the race question (and the woman question too) were deferred for so long by the Parties. It is not that addressing them would have distracted us from our critique of a more fundamental problems, as was so often claimed, but because addressing them would have called into question the scientific authority on which orthodox marxism rested.

Democrats declare Obama victory in Florida

MIAMI (Reuters) - Florida's Democratic Party declared victory for President Barack Obama in the closely divided battleground state on Thursday, as he clung to a narrow but apparently insurmountable lead in the glacially slow tallying of votes.

If Obama wins Florida, it will add to his Electoral College margin and he will have won all of the key U.S. swing states.

"On behalf of Florida Democrats, I wish President Barack Obama congratulations on his re-election and on his winning Florida's 29 electoral votes," Rod Smith, chairman of the Florida Democratic Party, said in a statement.

In a tacit concession, Republican Party of Florida spokesman Brian Burgess said in an email that he and other Romney supporters were "obviously not happy with the result" in the Sunshine State.

"But given the wave that we saw all over the country, we're glad that we gave them enough of a fight in Florida to prolong the battle here as long as we did," Burgess said.

As of early Thursday evening, Obama had 49.92 percent of the statewide vote versus 49.22 percent for Romney, according to the Florida Division of Elections.

Two of the three counties where ballots were still being tallied, Broward and Palm Beach, are heavily Democratic. The third county, Duval, has more registered Democrats than Republicans but has traditionally leaned Republican in presidential contests.

Just 58,100 votes separated the two candidates, but that was far more than in 2000, when George W. Bush won Florida by 537 votes and captured the White House.

The glacially slow vote count in Florida has already made it the brunt of jokes on late-night television and conjured up ugly memories of the situation 12 years ago, when Florida was the cause of electoral gridlock.

This time, the Sunshine State almost seemed irrelevant since Obama handily won re-election without its 29 Electoral College votes - the biggest prize of any of the nine key U.S. swing states.

HIGHER ELECTORAL VOTE COUNT

No officials were willing on Thursday to predict exactly when the race in the fourth most populous U.S. state, which has a total of 67 counties, would be officially declared as decided. But barring any big surprises, Obama looked set to get a bump from Florida that would lift his electoral vote count to 332 over 206 for Romney.

"It's appalling that two days after the election, Florida was not able to report our presidential election results," Smith said in his statement.

"This embarrassment lays at the feet of Governor Rick Scott, who made a decision to cut early voting in half and continually refused to extend early-voting hours in light of the record turnout," Smith said.

In comments earlier in Orlando on Thursday, the Republican governor adamantly refused to accept any responsibility for Florida's failure to hold an election that was free of controversy.

Scott's decision not to extend early voting, after it was cut back from 14 to eight days by the Republican-controlled legislature, has been cited by many Floridians as a cause of exceedingly long voter lines on Tuesday.

Scott told Reuters "We did the right thing" when asked about the decision, which many saw as a move to blunt voter turnout for Obama.

The length of ballots, which included 11 proposed state constitutional amendments backed by the legislature, has also been blamed for long lines at polling places and delays in tallying final results. But Scott said: "The amendments don't go through the governor. The amendments only go through the legislature."

Massachusetts Institute of Technology political science professor Charles Stewart, a co-director of the Caltech/MIT Voting Technology Project, said there were many issues that need to be addressed in Florida, where ballot gridlock seems to happen every four years.

He said one problem is the fact that county elections supervisors in Florida win their jobs through partisan elections, rather than being professionals hired for their ability to deal with complex logistical maneuvers, as in California.

"There are other states with close races and they don't seem to have these problems. There are other states with even longer ballots and they don't have these problems," Stewart said.

"When the same mistakes and the same problems come in year after year after year, it tells you that just the basics of crowd management and customer service are not being applied," he said.
