June 30, 1908: The Tunguska Event

In the morning of June, 30 1908 eyewitnesses reported a large fireball crossing the sky above the taiga of the Stony Tunguska (PodkamennayaTunguska) in Siberia. A series of explosions was heard even in the 1.200km distant village of Achajewskoje. Various meteorological stations in Europe recorded seismic and pressure waves and in the following days strange atmospheric phenomena were observed, silvery glowing clouds, colourful sunsets and strange luminescence in the night.

Russian newspapers reported about a meteorite impact based on the eyewitness accounts and the hypothesis of Dr. Arkady Voznesensky (1864-1936), director of the Meteorological Observatory at Irkutsk from 1895 to 1917. International newspapers speculated about a possible volcanic explosion, remembering the eruption of Krakatoa in 1883. However the inaccessibility of the region and the instable political situation in Russia prevented further research.

Thirteen years later the Russian mineralogist Leonid Alexejewitsch Kulik (1883-1942), reading some of the eyewitnesses? accounts about an explosion and a large glowing object, became interested in the phenomena ? there was also the hope to recover precious extraterrestrial metals from the supposed meteorite.
Kulik travelled to the city of Kansk, where he discovered further reports in the local archives. Most stories refer to? large fireballs, flames and a sequence of 14 thunders. March 1927 he arrived at the outpost of Wanawara -then, April 13, Kulik discovered a large area of 2.150 square km covered with rotting logs and almost no tree still standing ? the strange ?Forest of Tunguska?.

Despite an intensive survey, Kulik and his team didn?t locate a single great impact crater as expected, but found some circular pits that were interpreted as impact craters of fragments; however no meteoritic material was discovered in the entire studied area.
In autumn 1927 a preliminary report by Kulik was published in various national and international newspapers, the destroyed forest and the event became known as the ?Tunguska Event?.
Kulik formulated one of the first hypotheses to explain the phenomena and the lack of evidence on the ground, as he proposed that a bolid exploded already in the atmosphere, causing the observed explosion and devastation. Fragments became buried in the swampy ground, to soft to preserve the typical morphology of an impact crater. Also later expeditions in 1929 failed to find extraterrestrial material.

In 1934 Sowjet scientists proposed a variation of the meteorite-hypothesis. A comet is composed mostly of ice, and would be completely vaporized in an explosion in the atmosphere.

The lack of direct evidence generated many more or less serious speculations and hypothesis: The engineer Aleksander Kasantsews formulated between 1945 and 1959, based on the impression left by the first atomic bombs, an unusual explanation involving a nuclear explosion of possible extraterrestrial origin.
American physicists published in 1973 in the journal Nature the idea that a small black hole collided with earth, causing some sort of matter-antimatter explosion.
The German astrophysician Wolfgang Kundt and later Jason Phipps Morgan of the Cornell University in Ithaca and Paola Vannucchi from the University of Florence proposed in the last years an ulterior hypothesis: ?Verneshots?, in reference to the author of the novel ?A Journey to the Center of the Earth?, are supercritical magma/gas mixtures erupting violently from the underground. According to the proposed model in areas with a thick earth crust or composed of resistant rocks (the region of Tunguska is covered by the basalts of the Siberian Trapps) magmatic intrusions and gases tend to build up pressure until the cover is shattered to pieces. Hot gases escape into the atmosphere, causing a huge explosion.

However the most compelling hypothesis remains the impact of a natural extraterrestrial object. This hypothesis is supported by the reports describing a fireball descending on the tundra, sedimentary features (the presence of nanodiamonds, magnetic- and silicate spherules in sediments) and the mapped distribution of the logs.
But there are some inconsistencies ? accounts of a series of thunders are hard to reconcile with a single impact and the recovered sediments are not unambiguous, explainable also by the common background sedimentation of extraterrestrial material on earth.
In 2007 Luca Gasperini and his research team of the University of Bologna proposed a small lake as possible impact crater of a fragment of the meteorite that caused the explosion. Lake Cheko is unusually deep for a region characterized by shallow ponds, formed by melting permafrost. The lake was apparently not reported previously of 1908, however the region was poorly mapped and explored at the time. Also here the proposed evidence is not undisputed as seen in the published paper by COLLINS et al. in 2008.
Only the discovery of extraterrestrial material on the bottom of a lake would (may)be the decisive argument to settle the discussion of the mystery of Tunguska.

'Might and Magic: Clash of Heroes' coming to iOS, Android

Might and Magic: Clash of Heroes has been announced for mobile devices by Ubisoft.

The game is a combination of puzzle and role-playing genres with a story that acts as a prequel to Heroes of Might and Magic 5. Players will follow five playable characters, each with their own unique combat units and abilities.

It also features a competitive online multiplayer mode, allowing players to compete in strategic puzzle combat.

Might and Magic: Clash of Heroes first released on Nintendo DS in 2009. The mobile release is a port of last year's enhanced version on Xbox Live Arcade and PlayStation Network, featuring hand-drawn artwork, rebalanced gameplay and online modes.

Might and Magic: Clash of Heroes will be available on iPhone, iPad and Android smartphones and tablets in the near future.

Athletes' deaths in workouts prompt new guidelines

CHICAGO (AP) ? The most dangerous time for amateur athletes may not be during the heat of the game or even in rigorous practices. A total of 21 college football players have collapsed and died during conditioning workouts since 2000 ? many on the first few days, when even the fittest players are often pushed too hard.

There's little regulation of these sessions, and coaches "just run willy-nilly" trying to make men out of boys, said athletic trainer Douglas Casa. "A lot of them are not focused on health and safety issues."

Conditioning sessions typically include running sprints, lifting weights, and endurance exercises. Games and practices have more oversight and safeguards. These include heat acclimatization rules limiting equipment worn, intensity and number of sessions for summer practices. Between 2000 and 2011, there were no deaths among top-level college football players in practices or games.

Now, health and sports professionals are seeking to make conditioning sessions just as safe. They have collaborated to create the first consensus guidelines on preventing sudden deaths during these workouts. The sessions last about two hours each and most run from January to June or July, depending on the sport, though some teams schedule them throughout the year.

The football conditioning deaths "generally occurred with excessive exercise under the direction of a coach, often in extreme conditions, and in some cases with staff inadequately prepared to deal with the emergency in a timely or appropriate fashion," said Dr. Jolie Holschen, a Chicago emergency medicine and sports medicine specialist and co-author of the new guidelines.

The same recommendations are good advice for high schools and younger athletes, too, not just to prevent deaths but to keep players safe at every stage in every sport, said Casa, the University of Connecticut's athletic training education director. He helped draft the new guidelines.

The most common causes of the 21 NCAA deaths were heat stroke, heart conditions and a genetic trait related to sickle cell anemia that affected 10 athletes who died. Under ordinary conditions it doesn't cause problems. But pushing athletes with the trait too hard can disrupt the blood's ability to carry oxygen to muscles, which can be deadly. Casa said about 10 percent of black athletes carry the trait; smaller numbers of whites and Hispanics have it too.

U.S. infants are tested at birth for the trait, and the NCAA in 2010 began requiring blood tests for it in Division I athletes after Rice University football player Dale Lloyd II died during a conditioning workout in 2006. The requirement for Division II athletes took effect this year.

"At the high school level, we still have to rely on birth records," which coaches may not have access to, Casa said.

Bridgette Lloyd, the Rice player's mother, said she supports the move to make conditioning workouts safer.

"Our mission and goal since we lost our son has been more awareness. They need to be trained what to look for in any athlete, not just sickle cell trait," she said.

The new recommendations stress that conditioning workouts should be phased in rather than start at maximum intensity on day one. Exercise should not be used as punishment. Conditioning coaches should be trained in health and safety issues; certified in first aid, resuscitation and heart defibrillation; know which athletes have sickle cell trait; and know how to recognize signs and treat exercise-related complications from the condition. And they should be present during all conditioning sessions.

The recommendations come from several groups, including the National Athletic Trainers Association, the Collegiate Strength and Conditioning Coaches Association, the American College of Sports Medicine and the American College of Emergency Physicians. They were released Wednesday at the National Athletic Trainers Association annual meeting in St. Louis.

NCAA has policies echoing some of the recommendations and is evaluating the others, said David Klossner, the NCAA's director of health safety.

"We're supportive of the effort to address these issues that they raise," he said.

The guidelines challenge "the old athletic mentality that if a little bit is good, a lot must be better," said Jim Thornton, president of the trainers' association and head athletic trainer at Clarion University in Clarion, Pa.

Thornton said the new advice highlights the need better oversight in high schools, too. Many high schools have no athletic trainer and practices for many sports often take place without anyone trained in first aid present, he said.

"It's like dropping a kid off at a swimming pool with no lifeguard," he said.

Many of the athlete injuries cited involve a muscle-damaging condition called exertional rhabdomyolysis, rhabdo for short. Intense exertion can cause muscle cells to leak enzymes and protein into the blood. Symptoms include extreme muscle pain and dark urine. Severe cases can lead to kidney failure and sudden death.

Avoiding sudden, intense exertion and drinking plenty of fluids can help.

Reported cases include 13 University of Iowa football players hospitalized last year after a too-strenuous offseason weightlifting session and 12 Oregon high school football players treated in 2010 after an intense preseason workout.

"Working athletes longer and harder "is not exercising smart," said Holschen, the Chicago physician.

Greece's designated finance minister resigns

(AP) ? Greece's designated finance minister resigned Monday after being rushed to the hospital on Friday, the prime minister's office said.

Vassilis Rapanos, chairman of the National Bank of Greece, had been named finance minister last week in the country's new three-party coalition government. But he was taken ill before he could be sworn in Friday and has been in hospital ever since.

Rapanos has sent a letter of resignation to Prime Minister Antonis Samaras and that was accepted.

The startling development came as Germany tamped down expectations that this week's European Union summit would emerge with any significant action on Greece as the debt-strapped nation's two key politicians struggled with health problems.

Samaras himself was released from hospital Monday after undergoing eye surgery to repair a detached retina over the weekend, but will have to stay home for several days and won't be able to travel to Brussels for the EU summit. He was still planning to speak by telephone later Monday with President Barack Obama.

The EU summit this Thursday and Friday comes just a week after Greece's new coalition government was formed following months of political turmoil and two inconclusive elections. It was to have been a key test of Athens' hopes of renegotiating some of the austerity measures it has agreed to in return for billions of euros in rescue loans from the International Monetary Fund and other European Union nations that use the joint euro currency.

It was to have been preceded by a visit to Athens starting Monday of Greece's debt inspectors, known as the Troika ? representatives from the European Commission, the European Central Bank and the IMF. But that visit was postponed until Samaras and Rapanos can recover.

Rapanos, meanwhile, remained in the hospital after being admitted Friday complaining of severe abdominal pain, dizziness and nausea. The hospital said he would be released on Tuesday but did not elaborate.

Without the troika report on Greece's progress in economic reforms required by its international bailout, Germany said it would be premature to expect any new decisions this week. Samaras has been pressing Greece's creditors to revise the bailout deal, which is despised by many ordinary Greeks.

"The troika needs to go to Athens, they need to assess the status of the program, then they need to brief the eurozone and IMF leadership," said Steffen Seibert, the spokesman for German Chancellor Angela Merkel. "On the basis of this assessment, one can talk about necessary updating of the program ? that is the road map that everyone in Europe is following and that's why we don't expect any sort of a resolution on Greece at the EU council."

With fears that Greece's problems are not getting resolved soon, the Athens Stock Exchange general price index closed 6.84 percent down Monday.

Greece will still be present at the EU summit, sending a delegation with outgoing Finance Minister Giorgos Zanias, one of the key negotiators in Greece's bailout agreement. As Rapanos fell ill before he could be sworn in, Zanias still holds the title.

And the delegation will be led by the country's president, 83-year-old Karolos Papoulias, the government announced Monday. While the presidency in Greece is a largely ceremonial post, his presence would adhere to EU regulations about summits.

It was unclear when the postponed troika visit would take place.

"First, our concern is for the health of the prime minister and finance minister," European Commission spokesman Amadeu Altafaj Tardio said in Brussels, adding that debt inspectors would head to Greece "as soon as possible."

Samaras' government, comprised of his New Democracy conservatives, their long-time socialist rivals PASOK and the small Democratic Left party, has issued a policy statement outlining changes it would like to make to the terms of its international bailout. Those include repealing certain tax hikes, freezing public sector layoffs and extending by two years the mid-2014 deadline for tough austerity measures.

Whether Greece can amend the terms of its loan agreement will depend on how the proposals are viewed by its international creditors. Germany, the largest single contributor to eurozone bailouts, has repeatedly said Athens must stick to its austerity pledges.

"One thing is clear," German Foreign Minister Guido Westerwelle said from Luxembourg. "We cannot allow everything to be negotiated again. We can also not allow discounts to be granted. What has been decided upon stands. That the (Greek) election campaigns have cost time is obvious. That's the situation and we have to deal with it. But the fact remains that the agreements must be implemented."

Seibert also stressed that Greece must stick to its commitments.

"A program has been agreed upon, a program goes for every government, no matter if it's a new government, and the program is the best way to see Greece return to economic health," he said.

In Brussels, Altafaj Tardio also stressed that "Greece has to face its financial obligations," adding that before any further funds can be disbursed "there has to be a thorough analysis."

"It's no secret that there have been delays in several areas of implementation," he added.

The latest figures released by the finance ministry Monday showed that Greece's budget deficit for the first five months of the year was better than expected, standing at ?10.87 billion ($13.63 billion) instead of the target of ?12.89 billion ($16.17 billion) on a modified cash basis.

Revenue, however, was below target with the state budget net revenue standing at ?19.67 billion ($24.56 billion), ?926 million ($1.15 billion) short of the targeted ?20.6 billion ($25.73 billion), due in part to lower domestic consumer demand and lower tax revenues.

The ministry said "this revenue shortfall was more than compensated for by the savings in State Budget expenditures for the first five months of 2012."

A slowing economy, predictions of a temperate summer and long-term gas price concerns are prodding consumers in Michigan to look toward their tents, pop-ups and recreational vehicles to get away from it all for a lower-cost family vacation.

As reported by the Detroit News, advance reservations at state campgrounds are up 23% over last year, the second straight year of increases after a long decline, according to the Michigan Department of Natural Resources. State parks are on track this year to break 1 million camp nights, a level the state has not experienced since 2005, state officials said.

Campgrounds and retailers specializing in camping gear say they had a booming Memorial Day, the traditional start of the camping season. That bodes well for the summer months, travel forecasters said.

?In surveys, RV owners say gas prices would have to hit $8 (a gallon) before they would consider skipping their outdoor vacations,? said William G. Sheffer, director of the Michigan Association of Recreation Vehicles and Campgrounds (MARVAC), a trade association in Okemos.

Singles, families and baby boomers are targets for an industry hungry for a comeback. Stores, trade groups and others are investing in emotional marketing campaigns, such as REI?s sponsorship in the ?Great American Backyard Campout? effort. Its website promoting today?s event extols, ?Remember that magic moment when you put up that tent all by yourself??

Stores including Summit Sports, a small chain with two stores in Metro Detroit that began selling camping gear this year, also are promoting high-tech, lightweight gadgets options. One is Coleman?s LED Quad Lantern, a bright single unit that separates into four separate lanterns for those late-night bathroom treks.

There is an emphasis on easy-to-use gear and in-store instruction, said Fidel Carino, manager at Summit Sports in Brighton.

?We?re not going to send you out there without knowing how to use the equipment,? Carino said.

Public and private campgrounds also are adding amenities such as Wi-Fi, knowing the difficulty some people have going offline.

Some are offering comfortable rental RVs, cushy and untraditional camping entertainment options. Besides singing songs and roasting marshmallows, for example, campers can check out the new zip line, outdoor bowling and sand lagoon at the Flint/Holly KOA campground.

These amenities are needed to hook first-time campers and convince former campers to try it again, said Mike Ebach, a Gander Mountain store manager in Traverse City and a partner in the state?s First Time Camper program, which loans camping gear for $20.

?So many people switched from a $150-per-night hotel room to a $25-per-night campground,? Ebach said. ?Now those people who camped last year and had such a great time are now trying to recruit their friends.?

Roasted Garlic Gluten Free Pasta Salad | Mom, What's For Dinner?

What do you think of when you think of Summer? I think of sweet smelling Citrus Trees, Walks along the beach, Spending more time wet than dry, sailing for days on end, Ice cold refreshing drinks, and picnic dishes. Pasta salad served cold is definitely a staple this time of year. Here is a nice recipe for you to enjoy on a hot summer day!

Gluten Free Roasted Garlic, Olive and Tomato Pasta Salad

2 heads of Roasted Garlic (how to roast garlic recipe below)

Olive oil

1 cup whole milk ricotta

1 cup plain greek yogurt

1 tsp Salt

1/4 tsp freshly grated pepper

4 roma tomatoes, diced

1 cup sliced black or green olives (I used both)

1/4 cup finely minced fresh cut basil

If you do not have a garlic roaster then you need to know how to roast garlic.?

Preheat the oven to 400?F.

Peel away the outer layers of the garlic bulb skin, leaving the skins of the individual cloves intact. Using a knife, cut off 1/4 to a 1/2 inch of the top of cloves, exposing the individual cloves of garlic.

Place the garlic heads in a baking pan; muffin pans work well for this purpose. Drizzle a couple teaspoons of olive oil over each head, using your fingers to make sure the garlic head is well coated. Cover with aluminum foil. Bake at 400?F for 30-35 minutes, or until the cloves feel soft when pressed.

Cook the pasta according to directions. Drain, drizzle with a little olive oil, and let cool for a little while. Whisk the ricotta and yogurt together until lightened and smooth, and add in all of the roasted garlic - squeezing the soft garlic out of each clove. Season to taste with salt and pepper.

Pour the ricotta mixture over the pasta and add the tomatoes, olives, and basil. Toss to coat. Serve slightly warm or chilled.

Utah mom upset over judge's hair-cut punishment

(AP) ? A Utah mother says she felt intimidated in court when a judge told her that he would reduce her 13-year-old daughter's sentence if she chopped off the girl's ponytail in court ? an offer the mother says she now wishes she hadn't taken.

Valerie Bruno, of Price, said she has filed a formal complaint against 7th District Juvenile Judge Scott Johansen with the Utah Judicial Conduct Commission. The teenager and an 11-year-old friend were referred to juvenile court for cutting off the hair of a 3-year-old girl with scissors in March and for harassing another girl in Colorado by telephone.

When the 13-year-old faced Johansen for a hearing in May, he ordered she serve 30 days in detention and to perform 276 hours of community service, but he also offered to take 150 hours of community service off the sentence if her mother cut her ponytail in his courtroom.

Bruno is now expressing regret for not consulting an attorney before taking her daughter into the courtroom.

"I guess I should have went into the courtroom knowing my rights, because I felt very intimidated," she told the Deseret News. "An eye for an eye, that's not how you teach kids right from wrong."

Mindy Moss, mother of the 3-year-old whose hair was cut off, said she approved of the sentence and even spoke up during the hearing when she felt Bruno had not cut off enough of her daughter's hair. Johansen then directed Bruno to cut the ponytail all the way "to the rubber band."

Moss told The Salt Lake Tribune that she originally called police about the haircut because she worried the girls' behavior could become more serious.

"I didn't want them to think they got away with it ... It was malicious," Moss said.

Attempts by The Associated Press to reach Johansen were unsuccessful Sunday.

Colin Winchester, executive director of the Utah Judicial Conduct Commission, said the state Constitution bars him from commenting on whether a complaint has been filed against a judge. A complaint only becomes public if disciplinary action is taken against a judge, he said.

Under state law, judges are given discretion in coming up with sanctions for youth that will change their behavior in a positive way.

Johansen ordered the friend of Bruno's daughter to have her hair cut as short as his. She was allowed to go to a salon to have it done, then return to the courtroom to ensure that the new hairstyle met with the judge's approval.

Sonoma takes over as track where tempers flare

SONOMA, Calif. (AP) ? It used to be that short tracks were the guaranteed place for the bumping, banging and blown tempers. It's now shifted to road courses, specifically Sonoma, where more than a few drivers will likely be raging mad by the end of Sunday's race.

"I think this has turned into the most no-holds-barred, crazy, people-running-into-each-other race, more so than any of the short tracks we go to now," said Sprint Cup Series points leader Matt Kenseth.

NASCAR's last two visits to the winding road course in Northern California wine country have been demolition derbies. Jeff Gordon was the bad guy in 2010, when he tangled on track with at least four drivers in a race he deemed a "disaster ? just one of those terrible days where I made a lot of mistakes, no doubt made a lot of people unhappy."

The lasting image from last year's stop at the 12-turn, 1.99-mile picturesque track was of Tony Stewart's car backed into and suspended high on a wall of tires, where he landed after Brian Vickers intentionally spun him as payback for earlier contact. But tempers were flaring all over the garage after the race. Juan Pablo Montoya left mad at Brad Keselowski, Kasey Kahne was angry with Montoya, and Joey Logano's parting shot for road course ace Robby Gordon was that "he drives like a moron every week."

Denny Hamlin, who said last year he'd been "Dinger'd" after he was involved in a wreck with AJ Allmendinger, said all driver etiquette seems to be out the window when the series shifts to Sonoma.

"It just seems like people don't give each other room like they used to and everyone is just a little bit more aggressive," Hamlin said. "I think people talk about driver ethics and things like that ? this is a very gray race track when it comes to that. I think people can get away with a little bit more, maybe pay some guys back for things that happen at other tracks.

"Typically, at this race track, because speeds are so low, the risk of injuring someone is slim to none."

Jamie McMurray, an innocent victim in last year's Stewart-Vickers clash, had a much simpler explanation: "The wrecks are happening from people being idiots," he said.

"You can't be the guy that's run 17th all day, and on the last restart expect that you are going to pass six rows of cars in turn seven. That's what happens here every single year," McMurray added. "Somebody just does something silly. Most of the time the wrecks here just happen from people losing their mind."

Double-file restarts are likely the overwhelming cause of the problem.

Because Sonoma has a limited number of passing zones, drivers tend to try to make up as much ground as possible on the restarts. It leads to aggressive moves on a tight course, and if a driver fails to move through the field as he had hoped, he can get stuck behind a slower car and lose all patience in trying to gain position.

So for all the attention Bristol and Martinsville and Richmond receive as the places where mayhem happens, Kevin Harvick believes it's Sonoma that has moved to the top of the list of tracks where drivers tangle.

"It has been for the last few years," Harvick said. "I think a lot of that comes from the double-file restarts, and I think it escalates as the day goes on. When you get those opportunities to pass, you have to dive in there and take that opportunity. Sometimes you make a mistake and get into a guy and get into his door or whatever the case may be."

There are probably only three true passing zones on the course ? in turns 3, 7 and 11 ? but drivers don't seem to wait anymore for those opportunities.

"I started road course racing however long ago it was, and there was always road course etiquette," Kenseth said. "You would only pass in certain zones, and when people got alongside you to pass in those zones, you would drop back and fall in line and go on. You would really race the race track the entire race and race the fuel mileage and tires and try to be in position.

"I think the two-wide restarts has really thrown almost all of (the etiquette) out the window and everybody is bunched up. You can't wait for one (slow) car on the restarts because you might lose eight or 10 spots before you know it."

DSCE Highlights Recommendations Of The Sustainable Arabia ?Clean Energy? Conference At The Rio+20 Earth Summit

The opening preparatory session of the United Nations sustainable development Rio+20 Earth Summit commenced with its agenda on 20th June 2012, attended by HE Saeed Mohammed Al Tayer, Vice Chairman of the Dubai Supreme Council of Energy (DSCE), who has announced that the DSCE is cooperating with the United Nations Development Programme (UNDP) to highlight the recommendations of The Sustainable Arabia ?Clean Energy? Conference, which recently took place in Dubai under the patronage of HH Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai and hosted by the Council, to focus on sustainable development in Arab nations.

The DSCE Chairman reinforced the importance of showcasing these recommendations to the Summit as part of the Council?s ongoing cooperation with the UNDP, in addition to taking first steps to implement these recommendations by putting together a comprehensive programme of sustainable development benefiting countries in the Middle East. ?These recommendations are significant to the UAE?s status as a leading global hub in the research, development, and sustainability sectors. We pride ourselves on the UAE?s huge achievements and premier initiatives addressing these platforms,? said Al Tayer.

?The recommendations also discussed the main regional challenges, including poverty eradication, job creation, the right to development, social cohesion, women's rights, the right to access information and knowledge, the needs of youth, trade liberalization, the transfer and localisation of appropriate technology, finance mechanisms and capacity building," he explained.

Furthermore, the recommendations tackled the emerging challenges facing Arab nations and adaptation to climate change risks, the impacts of the global financial and economic crisis, and the unprecedented population growth and urbanization over the past years.

The recommendations also stressed that any new sustainable development goals should address long-standing issues like food security, water and land degradation, and should focus on eradicating poverty, set clear indicators, and binding commitments from developed countries towards developing countries, including the provision of adequate financial support, transfer of appropriate technology and capacity-building to achieve sustainable development goals.

?The UAE?s efforts were clearly presented at the Sustainable Arabia Conference, which has always been at the forefront to set the policy of "Green Economy For Sustainable Development" launched by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of The UAE and Ruler of Dubai. In addition, The Dubai Supreme Council of Energy has been established to set, develop and implement strategic policies in the energy sector, and to effectively plan and implement the Dubai Integrated Energy Strategy 2030. Significant steps were taken in the region to shift to clean energy systems. Barriers such as energy subsidies, reforming legislation and institutional frameworks need to be overcome,? said Al Tayer.

?As per the recommendations of the regional conference, the Middle East suffers from food insecurity with different degrees; there is a strong need for effective governance for informed decision-making to shed light on the role played by society, especially when we come to tackle the complex interconnectivity between the energy-water-food-climate, which is currently lacking in the region,? he concluded.

?The implementation of the Dubai Integrated Energy Strategy is targeting a 30% reduction in energy demand in Dubai by 2030. This strategy will change the Emirate?s dependence on fossil fuels to greener sources of energy generation, and strengthens the leading international role the UAE in general, and Dubai in particular, are playing in the field of global sustainable development,? said Nejib Zaafrani, Secretary General and CEO of DSCE.

The DSCE participated in a seminar held on 20 June, 2012, on the topic ?Green World on Top ? Building a Sustainable Future? held alongside the Rio+20 UN Conference on Sustainable Development. Top representatives from the UN, World Bank, US Bank, and other global and public entities and organisations attended the seminar.

Zaafrani also spoke about the DSCE?s role in managing resources and focusing on continuous implementation and development of its strategy to conserve and manage its resources judiciously. He also explained DEWA?s role in decreasing levels of energy consumption.

The seminar was also an opportunity to discuss the commitment of participating countries in implementing their energy policies, especially considering that by the year 2050, population growth is expected to shoot up from 7.5 billion to 9 billion. Currently, 1.5 billion of the population does not have access to electricity or water.

Zaafrani concluded: ?The principle of energy for everyone is based on four basic goals ? energy conservation, implementation of energy policies, energy security and financial sustainability amongst all nations.?

Turkey: Syria's downing of jet can't be ignored

Updated at 8:50 a.m. ET: Turkish President Abdullah Gul said on Saturday it was not possible to ignore the fact that Syria had shot down a Turkish military jet and said everything that needed to be done following the incident would be done, Turkish media reported.?

Gul said it was routine for jets travelling at high speed to cross borders for a short distance. He said an investigation into the incident would look at whether the plane was downed in Turkish airspace, media reported.?


Gul also said Ankara had been in telephone contact with Damascus and that a search operation for the plane and missing pilots was still under way.?

"It is not possible to cover over a thing like this, whatever is necessary will be done," Gul was quoted as saying by state news agency Anatolia.

Faruk Celik, Turkey's Labor and Social Security Minister, said Turkey would retaliate "either in the diplomatic field or give other types of response."?

"Even if we assume that there was a violation of Syria's airspace ? though the situation is still not clear ? the Syrian response cannot be to bring down the plane," Celik told reporters. "The incident is unacceptable. Turkey cannot endure it in silence."?

Reports are surfacing that Syria may have shot down a Turkish fighter jet over Syrian waters in the Mediterranean Sea. NBC's Richard Engel reports.

Syria said Friday its forces had shot down a Turkish military plane that entered its air space. The plane, an unarmed F-4, went down in the Mediterranean Sea about 8 miles away from the Syrian town of Latakia, Turkey said.?

It was initially reported to be a fighter jet, but Turkish Deputy Prime Minister Bulent Arinc said Saturday it was a reconnaissance aircraft, state television TRT reported.?

The incident further escalated tensions between Syria and NATO-member Turkey. The two neighbors used to be allies before the Syrian revolt began in March 2011 but Turkey has become one of the strongest critics of the Syrian regime's brutal response to the country's uprising and is playing host to civilian and military Syrian opposition groups.?

'Necessary' action will be taken
Gul said that Turkey was still trying to establish the exact circumstances of the incident but said jets flying at high-speeds would at times violate other countries' air spaces for short periods of time.?

"These incidents are routine," Gul said. "They are incidents that are not ill-intentioned and happen because of the speeds (of the jets)."?

"Was that the case, or did (the incident) occur in our own air space, these facts will emerge," he said. "No one should have any doubt that whatever (action) is necessary will be taken."?

Gul did not elaborate on what those steps would be. But Turkey said after a border shooting incident ? which killed two people inside a Turkish refugee camp in April ? that it would call on its NATO allies to intervene should it feel that its security was being threatened.?

Syrian coast guards joined Turkish coast guards in their search for the jet's two missing crew members for a second day on Saturday, Turkey's private NTV reported. Some pieces of the wreckage had been found, Gul said, without elaborating.?

Late Friday, Syria's state-run news agency, SANA, said the military spotted an "unidentified aerial target" that was flying at a low altitude and at a high speed.?

"The Syrian anti-air defenses counteracted with anti-aircraft artillery, hitting it directly," SANA said. "The target turned out to be a Turkish military plane that entered Syrian airspace and was dealt with according to laws observed in such cases."?

Syria claimed the jet violated its air space over territorial waters, penetrating about 0.62 miles. It said Syria forces realized that it was a Turkish jet after firing at it.?

On Saturday, a top-selling Turkish newspaper, Hurriyet, accused Syria of "Playing with Fire" in its banner headline, while Vatan newspaper said Syria would "pay the price" for the attack.

How would you deal with this long distance relationship problem?

I met a guy that lives 170 miles away from me?and neither one of us can drive yet, but I was wondering how you all would deal with this situation. We are both really big flirts, and love the freedom of being single, but we really love each other and we know this. We don?t know what to do about not being able to handle the long distance and not getting to ever see each other. Can you help me? And keep in mind that neither of us can drive. thanks!

Spain gets another crack at France

DONETSK, Ukraine (AP) - Spain is looking for a little history and a little revenge Saturday in its European Championship quarterfinal against France.

Spain has never beaten the French in six major competitions, the most recent loss coming at the 2006 World Cup. Spain hasn't been eliminated from a major tournament since, and defender Sergio Ramos doesn't want another French victory to end his team's bid for a third straight major title.

"Football offers up something nice, which is you always get a chance at revenge, and (Saturday night) we get that chance," said Ramos, who played in that 3-1 second-round loss to Les Bleus in Hannover, Germany. "In 2006, we didn't possess the maturity or the experience that we have now. We were in the midst of being formed into a team, with a lot of new players."

Since that result, Spain has gone on to hone the quick-touch, possession game that led to triumphs at Euro 2008 and the 2010 World Cup. Between those title wins, the French claimed the fifth of its six wins over Spain.

"There are facts that can't be denied, and we will strive to change that," Spain coach Vicente del Bosque said Friday from the Donbass Arena. "We're favorites since we're world and European champions, but in the prior matchups France has been superior to us. Let's see if we are capable of changing that precedent by extending the success we've achieved."

Del Bosque said he had doubts over his lineup after the unconvincing 1-0 victory over Croatia, which helped Spain finish first in its group.

Spain's attack has been led by striker Fernando Torres or midfielder Cesc Fabregas, and there was no further clarity over which way Del Bosque would lean in the team's first match in Ukraine. Striker Fernando Llorente, who impressed this season with Athletic Bilbao, remains unused at Euro 2012.

"I have a doubt, but it's better to have one," the former Real Madrid coach said. "We have options and we'll try to pick the team that offer us the best chance. We've always had these doubts, it's not a question of it being the quarterfinals."

Spain was not letting news of France's locker-room outburst following the loss to Sweden soften the team's approach.

"In every household of every family, there are arguments," Ramos said, "and that doesn't necessarily mean the unit is affected."

The Spanish are the masters of keeping possession, but the French have the likes of Samir Nasri, Franck Ribery and Yohan Cabaye. They are comfortable on the ball, making the match potentially one for the purists.

"They like to hold possession, their midfield likes the ball, Ribery wants it," said midfielder Juan Mata, who has yet to play in the tournament. "If the game turns out to be like the ones against our past opponents, then we've been working on variety of ways to break them down."
